Do You Need a Fishing License on a Florida Keys Charter?

No — not on a licensed charter. The boat’s charter licence covers everyone fishing aboard, per FWC, checked 6 September 2026. You need your own only to fish off the boat: a pier, a bridge or a rental.

Do you need a fishing licence in Key West?

Not on a licensed charter. Florida exempts anyone fishing from a for-hire vessel that holds a valid charter licence, so the boat covers you and there is nothing to buy. You do need your own if you fish off the boat — a pier, a bridge, the shore or a rental.

Who does the licence exemption actually cover?

This is the short version and it is worth stating plainly, because a lot of visitors arrive expecting to buy something.

Florida exempts anyone fishing from a for-hire vessel that holds a valid charter licence. That covers guide boats, charters and party boats. You fish under the boat’s licence. No purchase, no form, nothing to carry.

If you have fished Alaska, unlearn it here. There the angler buys a sport fishing licence and the charter does not cover it. Same activity, opposite rule.

The one thing that can go wrong

The exemption depends on the charter being licensed. That is the only real risk here. The rule protects you from a cost, not from an unlicensed operator.

Ask when you book. A licensed operator answers it in a sentence. Reluctance is itself an answer.

When you do need your own

The exemption covers you while you are fishing from that vessel. Step off it and you are back to ordinary rules.

You will normally need your own for a pier, a bridge, the shore, or a boat you rented and are running yourself. Sort that separately. Sort it before you travel.

Limits apply either way

Not needing a licence is not the same as not having rules. Size limits, bag limits and closed seasons apply to everyone on the boat, and the captain fishes to them.

Key West is more layered than most places. State and federal waters carry different rules for the same fish. The sanctuary overlays zones on top of both. Which set applies depends on where the boat is that day.

The limits for the fish Key West charters catch, read on FWC’s pages and dated, are on what fish you can keep. They are re-set, so check the date. The links below go to FWC’s current tables.

Key West, Marathon or Key Largo: the same rule

The exemption is Florida law, not a Key West rule, so it works the same on a licensed charter anywhere in the Keys. It also covers the snook and spiny lobster permits, and FWC exempts charter, headboat and party-boat customers from the State Reef Fish Survey that private-boat anglers need. Under-16s are exempt from the licence wherever they fish.

The charter price page lists the licence among what operators include, and the operator list shows who runs which trips. One operator read, Wrecked Charters, asks guests to bring or buy their own licence, so ask if the listing does not say.

Licence questions

Do I need a fishing licence on a Key West charter?

No, provided the charter holds a valid licence. Florida exempts anyone fishing from a for-hire vessel — guide, charter or party boat — that has a valid charter licence. The boat carries the licence and you fish under it. This is the opposite of how it works in most Alaskan ports, which catches people out who have fished both.

What if the charter is not licensed?

Then the exemption does not apply to you, and that is the reader’s real risk on this page. A licensed operator will not hesitate to confirm it. Ask when you book rather than at the dock, and treat reluctance as an answer. This site does not state which operators hold a current licence, because that is a fact about a business that would go stale without warning.

Does the exemption cover fishing off the boat?

No. It covers you while you are fishing from that vessel. Fishing from a pier, a bridge, the shore or your own rented boat is a different situation and generally needs your own licence or a vessel licence held by whoever is operating. If you plan to fish outside the charter as well, sort that separately.

Do I still have to follow the size and bag limits?

Yes, and the exemption changes nothing about them. Limits are set by species and differ between state and federal water, and the Florida Keys National Marine Sanctuary adds its own zones on top. The captain works to whichever rules apply where the boat is fishing. What fish you can keep lists the FWC limits, read and dated.

Does the same rule apply in Key West and the rest of the Florida Keys?

Yes. The licence exemption for licensed for-hire boats is Florida law, so it applies the same way on a charter out of Key West, Marathon, Islamorada or Key Largo. What changes from place to place is the fishing, and sometimes which limits apply, not whether you need a licence aboard.

Who is covered under the captain’s licence?

Everyone fishing from the boat as a customer. FWC’s wording covers individuals fishing from a for-hire vessel, whether a guide boat, charter or party boat, that has a valid charter licence. On a party boat that is every passenger with a rod. The exemption also covers the snook and spiny lobster permits, so you need neither on a licensed charter.

Do children need a fishing licence in Florida?

No. FWC exempts anyone under 16 from the saltwater fishing licence, on or off a charter. On a licensed charter everyone is covered anyway. Taking kids on a charter covers ages and trip choice.

Do I need the State Reef Fish Survey on a charter?

No. Private-boat anglers who want to keep snapper, grouper, hogfish and other reef fish must sign up for Florida’s State Reef Fish Survey. FWC exempts anglers fishing from a licensed charter, headboat or party boat, so a charter customer needs nothing extra to keep reef fish.

Where do I buy a Florida licence if I need one?

From the Florida Fish and Wildlife Conservation Commission, online or through an agent. Buy it before you travel if you intend to fish outside a charter, because sorting it on the morning of a trip is how people end up not fishing.
